Helsinki (17 de agosto 2023).  La Embajada de Colombia en la República de Finlandia trasmite a la opinión pública, a los medios de comunicación y a la comunidad colombiana residente en el Estado Nórdico, el siguiente comunicado de Prensa divulgado por el Ministerio de Relaciones de Colombia durante el Encuentro por la Verdad para la No Repetición en la ciudad de Bogotá D,C, como sigue:

Alias ‘Macaco’ pidió perdón a las víctimas y solicitó que la JEP escuche a más excomandantes de las AUC para que aporten verdad en el camino hacia la Paz Total

-La declaración extrajudicial del exjefe paramilitar del bloque Central Bolívar de las Autodefensas se dio en el marco del Encuentro por la verdad para la no repetición liderado por la Cancillería El ministro Álvaro Leyva Durán también anunció la voluntad del exjefe paramilitar alias Martín Llanos de contar la verdad en el marco de la agenda de no repetición del Ministerio.

-Alias Macaco fue trasladado en las últimas horas a Bogotá desde su lugar de reclusión en Itagüí, para participar en este encuentro que ya es el segundo de este tipo que se realiza este año.

Bogotá, 17 de agosto de 2023. El Canciller Álvaro Leyva lideró el ‘Encuentro por la verdad para la no repetición’, al que asistieron representantes del cuerpo diplomático acreditado en Colombia y miembros de organizaciones de la sociedad civil, y durante el cual el exjefe paramilitar, Carlos Mario Jiménez, alias ‘Macaco’, reveló varias situaciones que quiere detallar ante la Jurisdicción Especial para la Paz (JEP) sobre sus acciones como comandante de las Autodefensas Unidas de Colombia y las implicaciones que tuvieron para el país.

El ministro Leyva durante su intervención destacó el papel de la Cancillería en la búsqueda de la verdad del conflicto en todos los rincones de Colombia al señalar que “la no repetición no tiene institución, es una política de Estado, y debe estar atada a la verdad”, y aseguró que “El estado colombiano tiene el deber de asegurar por medios razonables dentro de su alcance la verdad, justicia, reparación y medidas de no repetición con respecto a las graves infracciones del derecho internacional humanitario y graves violaciones de los derechos humanos”.

Y continuó: “Al Canciller le corresponde comparecer cada tres meses ante el Consejo de Seguridad para que allí se pueda establecer si la implementación está sucediendo, entre ellos el artículo atinente a esa política de estado de la verdad; de tal forma que no es de extrañarse que sea desde el Ministerio de Relaciones Exteriores que se adelanten episodios como el que hoy celebramos”, aseguró.

Por su parte, el antiguo líder del Bloque Central Bolívar de las AUC pidió perdón a las víctimas “por el daño ocasionado a la sociedad, a las comunidades donde operó el extinto Bloque Central Bolívar”, y al Canciller de Colombia por, junto a ‘Salvatore Mancuso’, tomar la decisión de “declararlo como objetivo militar de la organización” junto a Iván Cepeda Castro y al hoy presidente de Colombia Gustavo Petro Urrego. “Dicha acciones militares fueron fallidas y las detallaré en mi versión única en su debido momento”, aseguró.

También pidió al ministro Leyva que, ante la llegada de los ex comandantes de las AUC a Colombia, interceda ante la JEP para que puedan comparecer y esclarecer todos los hechos sucedidos durante su actuar. De igual manera anunció que ayudará, junto a 'Salvatore Mancuso' a identificar los restos de las víctimas que se encuentran en la frontera con Venezuela y Ecuador.

El acto fue promovido por la Unidad del Ministerio de Relaciones Exteriores para Asuntos de No Repetición, en cabeza de Helena Urán Bidegain, quien aseguró que en Colombia “nunca se había tratado la memoria histórica ni, mucho menos, se había concebido que la Cancillería se involucrara en plantear lugares de consciencia para la paz” y que junto con los procesos de verdad, se ha constituido como uno de los pilares de la agenda de no repetición, entendiendo la verdad “desde el deber ético y moral que tenemos como sociedad frente al país, y que nos llevará a ser libres.

El encuentro contó con la participación de representantes de España, Suecia, Suiza, Ecuador, Cuba, Catar, Nicaragua, Honduras, Argentina, Uruguay, República Dominicana en Colombia, así como representantes de la Misión de Apoyo al Proceso de Paz en Colombia- MAPP-OEA, autoridades locales, asociaciones comunitarias y funcionarios del Estado colombiano.

Este encuentro es el segundo de este tipo que realiza la Cancillería en el marco de su agenda de no repetición. El primero tuvo lugar en el corregimiento de Juan Frío, Norte de Santander, durante el cual se escuchó la declaración extrajudicial del exjefe paramilitar Salvatore Mancuso y tras el cual se estableció un Comité Técnico Binacional para la búsqueda de personas desaparecidas en la frontera colombo-venezolana.

Foreign Minister Álvaro Leyva led the 'Meeting for truth for non-repetition', attended by representatives of the diplomatic corps accredited in Colombia and members of civil society organizations, and during which the former paramilitary leader, Carlos Mario Jiménez, alias 'Macaco', revealed several situations that he wants to detail before the Special Jurisdiction for Peace (JEP) about his actions as commander of the United Self-Defense Forces of Colombia and the implications they had for the country.

Minister Leyva during his speech highlighted the role of the Foreign Ministry in the search for the truth of the conflict in all corners of Colombia by stating that "non-repetition has no institution, it is a state policy, and must be tied to the truth", and assured that "The Colombian state has the duty to ensure by reasonable means within its reach the truth, justice, reparation and measures of non-repetition with respect to serious breaches of international humanitarian law and serious violations of human rights".

And he continued: "The Foreign Minister must appear before the Security Council every three months so that it can be established whether the implementation is taking place, including the article related to the state policy of truth; so it is not surprising that it is from the Ministry of Foreign Affairs that episodes such as the one we are celebrating today are being carried out", he said.

For his part, the former leader of the Central Bolívar Bloc of the AUC apologized to the victims "for the damage caused to society, to the communities where the extinct Central Bolívar Bloc operated," and to the Colombian Foreign Minister for, together with ' Salvatore Mancuso', make the decision to “declare it as a military objective of the organization” together with Iván Cepeda Castro and the current president of Colombia Gustavo Petro Urrego. "These military actions were unsuccessful and I will detail them in my unique version in due course," he assured.

He also asked Minister Leyva to intercede before the JEP before the arrival of the former AUC commanders in Colombia so that they can appear and clarify all the events that occurred during their actions. In the same way, he announced that he will help, together with 'Salvatore Mancuso', to identify the remains of the victims found on the border with Venezuela and Ecuador.

The event was promoted by the Unit of the Ministry of Foreign Affairs for Non-Repetition Affairs, headed by Helena Urán Bidegain, who assured that in Colombia "historical memory had never been dealt with, much less, and that together with the truth processes, it has become one of the pillars of the non-repetition agenda, understanding the truth "from the ethical and moral duty that we have as a society towards the country, and that will lead us to be free.

The meeting was attended by representatives from Spain, Sweden, Switzerland, Ecuador, Cuba, Qatar, Nicaragua, Honduras, Argentina, Uruguay, Dominican Republic in Colombia, as well as representatives of the Mission to Support the Peace Process in Colombia - MAPP-OAS, local authorities, community associations and Colombian government officials.

This meeting is the second of its kind held by the Ministry of Foreign Affairs as part of its agenda of non-repetition. The first took place in the village of Juan Frío, Norte de Santander, during which the extrajudicial statement of former paramilitary leader Salvatore Mancuso was heard, and after which a Binational Technical Committee was established to search for missing persons on the Colombian-Venezuelan border.
